State government is divided into equal branches. It is the executive branch, which is usually controlled by the governor. The judicial branch is controlled by the Texas Supreme court and the legislative branch is controlled by the house of the representative and the state senate. Each of these members are elected for 2 years and they represent individuals districts. In this the senator or the representative gets an idea for a bit that is developed based on the recommendations drawn from in depth studying and careful analysis. Bill is written based on the legal assistance (Gray, Hanson and Kousser 63). It is then introduced into the house or the senate. Similar bills on a particular issue are drawn. Then is then introduced into the senate known as the caption. This is the first reading that is done for the bills. This is then sent to the House committee. This is followed by the flood action where amendments are done. Finally it is submitted to the Governor. The governor can take 10 days to sign the bill. If it is vetoed there should two third majority of the people bring in action into the bill. Then it should be submitted to check if the bill meets the constitutional requirements and amendments are proposed subsequent to this action. In New Jersey the Legislature process is a part time process similar to that of Texas.
The role of the NJ governors are unique and obscure unlike the role of the Texas governor. It is a more complicated process for the state of NJ. As a preliminary step there is a draft or an idea that is developed. This could be amendment or public interest groups. The legislator then introduces the bill into action. This is given a first reading following which the bill becomes public. This is then submitted to the committees and then submitted to the committee. The Fiscal aspects of the bills are then considered. There is a lot of fizziness in this process. This obscurity leads to a lot of interpretations. The committee process when compared to the Texas process that has a lot more protocols and is considered to be generally confusing to the public (Gray, Hanson and Kousser 93). This is then submitted into the floor action. Once the bill is passed there is movement into the other house for recommendations. Unlike Texas the governor has 45 days to pass the bill. A common issue that these state need to address are the fiscal issues, constitutional issues, striking a balance between the businesses and the welfare of the public.
